Virginia Title Brands: Salvage and Rebuilt Rules

Temporary tags are handled by dealers in Virginia through a Print on Demand (PoD) system. Dealers have 30 days by law to turn in permanent title and registration paperwork to the DMV. Because of this processing window, temporary paper tags, new metal plates, and short-term 3-day trip permits may not yet return a matching vehicle record in public databases.
Surrendered or Transferred Plates
In Virginia, license plates are issued to the individual owner, not to the vehicle. When a car is sold, the seller must remove the plates and either officially transfer them to another car they own through the DMV or surrender them (e.g., via the DMV's Online Plate Surrender portal). Tags do not legally transfer to a new purchaser, so looking up a deactivated tag, or one that has recently been reassigned, will often yield outdated data or no records at all.
